Juan Olvera

Capital Development Executive

Juan Olvera is a seasoned housing and development executive with decades of leadership across public housing, affordable housing finance, and capital development. He retired as Executive Director of the Mesilla Valley Public Housing Authority, where he led the agency from troubled status to high performer and secured 9% LIHTC financing for multiple housing developments. Previously, he served as Director of Development and Capital Projects for the Housing Authority of El Paso, playing a central role in RAD conversions and delivering award-winning mixed-income and Net Zero LEED Platinum communities.

John H. Sarah

President and Founder

John is the founder and president of Progressio Consulting Services, a mission-driven firm that partners with Public Housing Authorities to improve operations, strengthen financial stability, and expand access to quality housing. A former CFO of the D.C. Housing Authority, John has held senior financial leadership roles at multiple agencies and is recognized for driving strategic restructuring and revenue innovation. He co-developed a nationally respected financial management training program and brings deep expertise in finance, IT systems, and executive leadership to the affordable housing sector.

Marcela I. Chavez

Yardi Professional Expert

Marcela is a skilled Yardi consultant with experience supporting Housing Authorities and real estate firms nationwide. She specializes in Yardi Voyager implementation, training, and support across modules like Finance, Affordable Housing, PHA, and Maintenance, with a focus on improving efficiency and system performance. Her expertise includes Rent Café setup, RAD conversions, and both virtual and on-site training, making her a valuable asset to agencies undergoing system upgrades or restructuring.
